slow gaming on laptop

I have a gericom laptop (2,66GHz intel, ati 9600 mobile 128mb vga
card, 512 ram) and it works fine. BUT the problem is that some games
(counter strike, ...) runs as half as fast as it should. this is also
on other laptops all the same type. you can run at half speed but on
the same laptop the others (lan gaming) are running normal speed. i
have tested different game-setting (resolution, refresh
rate....)-> no solution!!
But somtimes it is for some secounds faster than "normal speed".
any ideas to solve this problem??
