Troubleshooting new build: pulsing fans question

hi, i recently ordered parts and put them together. when i got everything connected and turned it on everything was getting power but it was all pulsing. nothing came up on my moniter. i was wondering if anyone could tell what the problem is or tell me a way to figure out what it is, thank you.
