How much can I overclock if I get the hyper 212 plus? And do I need to buy thermal paste or will the cooler or cpu come with it?

+1 the 212 rocks and you will get a very good OC maybe even 4.5 GHz depends on your chip...
You can use the thermal paste it comes with, it's not bad... But pick something better and maybe you can have a couple more degrees of headroom
