USB - Is Not Enough Voltage to Run Wacom Pad Possible?

I installed a Wacom 4 pad and tried all my USB outlets on the computer but there does not appear to be enough voltage to run it.

The LED light only comes on briefly when I reboot the system then it goes off when the computer starts up. However, when I plug it into my laptop the LED is always on (as it is supposed to be per Wacom customer service) so I know it's not the pad.

Is this possible that there is not enough voltage in the USB to run the pad? Everything else works - the keyboard, mouse, etc., although they are all battery powered and the pad is not.

That was my next move but Wacom customer service told me that it is possible to destroy the tablet because the hubs are not power regulated. I don't know if I buy that, though. Is there a way of adjusting the usb voltage in the bios???
