Recommendations for quiet build

BUDGET RANGE: <800 (flexible if there is a great value that should not be passed)

SYSTEM USAGE FROM MOST TO LEAST IMPORTANT: I will use this as a general home computer. Mostly, it will be for internet usage, including VOIP and movie streaming. Need the capability to watch movies (downloaded and DVD). Occasionally, I will do some video editing. I would like to the option of gaming, but don't have any specifics in mind. HTPC is not off the table, but is not a must either.

PARTS NOT REQUIRED: monitor

PREFERRED WEBSITE(S) FOR PARTS: none, but would prefer to limit the number of website where parts are ordered

COUNTRY OF ORIGIN: will be shipping to overseas military address (FPO)

PARTS PREFERENCES: none

OVERCLOCKING: No

SLI OR CROSSFIRE: Maybe

MONITOR RESOLUTION: 1680X1050, but also HDMI to 52" TV

ADDITIONAL COMMENTS: noise level is a competing concern with performance/cost

That thread was not much help since that poster's build was >$1,000 and I'd like to keep mine <$800.

Either get an HTPC, or just build a normal computer and lower the fan speeds until it's pretty much silent (make sure everything doesn't overheat when you do that though, you should be fine doing that under normal use, but don't do it if you are doing any video editing or gaming or w/e)
