This is normally caused by a resource running on the computer that does not or cannot release memory as part of the shutdown. Suggest you do a selective startup, eliminating any programs you do not really need loaded at startup. If you still cannot shutdown, eliminate more programs and try shutdown again.

Yyou might also want to run sfc /scannow to check for corrupt system files.
