Thanks in advance for your help guys. I've been at this for a while with no solution. If you have any questions or need more information, please ask.

Here's a link to the motherboard manual: http://www.bcom.de/ftp/treiber/Asus/Hanb%FCcher/a7pro-1...

The motherboard is not in a case and is on a non-conductive surface beside a working Pentium 3 system that is also not in a case.

I've had this same problem before. It turned out that the motherboard was shorting on the case. The chassis had "bumps" instead spacers to mount the motherboard. These "bumps" were just wide enough to make contact with the motherboard's circuitry. Try it with the motherboard outside of the case and see if it POSTs. Hope it works.

Also, I should add to set the motherboard on a non-conductive surface.

The motherboard is not in a case and is on a non-conductive surface beside a working Pentium 3 system that is also not in a case. So no shorting. Thanks though :)
