PSU Related Graphics Card Problem

Ok Strange problem I recently bought an ATI 5870 which when I plugged in didn't work for ages even when I bought a new 750PSU then someone suggested not plugging in everything & see what happens so I did & through a process of elimination I found out that when ever I don't connect the PSU to the CD ROM drive everything works.

The PSU is a good one it Thailand made because I live in Thailand but I been told its good... but I only have 1. Hardrive & 1.CD ROM Drive... so even if with a rubbish 750w PSU it should still be enough power...No?

Also what would happen if you plugged in a insufficant PSU into a super computer? Because my when I plug in the CD ROM drive it doesn't even boot past the Dos Screen :D 

Anyway, any help/advice would be great :D

Check to see if the CD-Rom drive has any broken pins in it.

what make is the psu, maybe its not supplying enough power.

Ummm... PSU is a Blue Dimond 750 I know it not a named brand but... Well its looking like its the PSU

But when I take my ATI Card out & put the rubbish Stock Graphics Card that came with the computer Plus the old PSU everything works then :D
