Cant get computer to boot black screen with only cursor flashing

need help in a bad way computer will do absolutely nothing except for the first screen on intel written, previously i tried uninstalling and then reinstalling windows xp. now i get nothing on the screen no function keys operate except to get me into bios. i have changed boot order to cd because i do have a disc but i cant get to the screen where it says to boot with disc all i get is black screen with cursor blinking in the top left corner. any help would be greatly appreciated.

You might have had a hardware failure, but that is hard to diagnose without attaching a hardware diagnostic tool to the motherboard.
