Rust in new radiator?

So i recently purchased a Koolance HX-CU1020V radiator off of amazon and received it today. Upon looking inside the two port holes I noticed what appeared to be rust. This radiator was advertised as new so is that something that is common? Or should I be worried or return it?

Certainly looks like oxidation, but it shouldn't be 'rust' in the sense of oxidizing steel since radiators are made of copper and brass...especially tubes and tanks. I wouldn't be too concerned, but it definitely warrants a good rinse and is a perfect example why rinsing new components is highly advisable.

Contact customer service and send them those pics. i am sure they'll replace it

Rinse out that rad to see if it helps. Motomix.

Looks like normal oxidation of the copper/brass inside the rad. Should be good with a few rinses with hot water.
