Is there such thing as a pci card that can go to usb 3

I am seeking a standard PCI card (not PCI express) that is capable fo going to USB 3?

Such cards do exist, here is an example of one...

but does not operate at true USB 3.0 (5GB/s) speed (says 1.3 GB/s)
