Dell Optiplex Gx280 SFF Motherboard issues

I have a Dell Optiplex Gx 280 LGA 775 motherboard that I want to test and see if it workls. I try to power this board with a 400watt power supply to test it. I installed a 2.66Ghz Celeron CPU and I do not get any video, only an amber light. Any suggestions?

I would check the capacitors carefully and see if any of them are leaking or oozing. The 270s and 280s had a long, bad run of mobos with leaky caps (they were overfilled during manufacture). Dell ended up recalling them and replacing them with new boards with Rubycon caps, but now the recall is over, so I hope you are either lucky or good with a soldering iron...

I plugged in a PCI express video card and used the on board video, Nothing! I came down to the conclusion, the board is bad and is trash. I will order another board and I will keep you posted. Thank you for all your help!
