Why my browser cannot scrolling by itself

Hello,
my computer page keep on scrolling down and i can't read or do anything if i try to drag the bar on the left it wont scroll up always down and sometimes the arrow back wont work till i shut down the browser.. anything i open will be the same

first, check and make sure your down arrow key is not stuck. next, try another keyboard. if those dont work try uninstalling the driver for your keyboard and mouse in device manager and reinstalling.
