Why is my CPU not showing correct speeds?

Is your CPU not running at maximum frequencies? Nothing is wrong with it. Intel's Stepspeed and AMD's Cool n' Quiet are technologies that downclock your CPU when they're not in use, allowing your computer to reduce heat and power consumption. For Intel chips, in BIOS, the C1E support and EIST (step speed) options activates this technology.

Running a processor at high clock speeds allows for better performance. However, when the same processor is run at a lower frequency (speed), it generates less heat and consumes less power. In many cases, the core voltage can also be reduced, further reducing power consumption and heat generation. By using SpeedStep, users can select the balance of power conservation and performance that best suits them, or even change the clock speed dynamically as the processor burden changes.

AMD Cool 'n Quiet
Cool'n'Quiet is a CPU speed throttling and power saving technology introduced by AMD with their Athlon 64 processor line. It works by reducing the processor's clock rate and voltage when the processor is idle. The aim of this technology is to reduce overall power consumption and lower heat generation, allowing for slower (thus quieter) cooling fan operation. The objectives of cooler and quieter result in the name Cool'n'Quiet. The technology is similar to Intel's SpeedStep.
