Ctrl+Alt+Del does not bring up the windows security screen. What can be the
reason? I'm sure it's something stupid but I can't figure it out.

Did your admin create a policy preventing it perhaps? Or some malware
will try and prevent it as well so you can't end task on their processes.

Can you browse to taskmgr and run it that way?

In control panel-user accounts, if you have "Use the Welcome Screen" as the
way users log on, then ctrl-alt-del just brings up task manager when pressed.
It doesn't give you the security screen.
