Hi all, Im building a system for my cousin who is going to be playing FSX on high settings with around 30fps. I dont know if I should buy a used computer with a stock mobo and just upgrade. Or start at the very barebones and build up. He has a SMALL budget of $250. Thank you all for your help.

$250? You're not going to get anything decent or even usable for games with that, even if it's used. The cheapest you can get a decent (new) build is around $500-600, and that's not counting the OS.
