I have a tv card i do get stations but is not clear what do i do?do i need external anntenna?

The image quality will improve a lot with a external one.

If you're using you TV Card to get local channels, yes. You need a good antena to get a good signal.

Now, if you're using cable-tv then you don't, but it would be really weird for that to happen. If you're having issues on your computer only, then change some settings on your TV Card (like country selection and stuff).

External or internal, but you do need an antenna.

The better the antenna the better the quality. If you are using a cable feed a driver issue could be to blame.
