ATI Radeon Xpress 200M XP Driver for Toshiba laptop that has a non-Toshiba Windo

Hello,

I'm needing help installing drivers for a Toshiba Satellite M55-S1001. I installed a copy of Windows XP that did not come with the laptop. Everytime I try to install the drivers, either from Toshiba or AMD/ATI, it tells me that it cannot complete the install it says "Setup failed to launch installation engine: No such interface supported." I'm at my wits end with this thing.

I tried Toshiba drivers, I've tried non-Toshiba drivers. Its seems as though nothing will work. I've had that exact driver pop up on websites for both types. I'm at a loss for what to do here. My brother-in-law is trying to tell me that since its not a Toshiba specific windows install it will never be able to install the drivers but I refuse to give up.
