ASUS p7p55d Deluxe stuck at VGA Led: won't POST

Brand new build - ASUS p7p55d Deluxe will not post, because it gets stuck on the VGA LED, even after trying multiple (working) video cards, multiple PCI-e slots, with the mobo outside the case (to rule out shorting issues w/ the case), single stick of ram, resetting the CMOS, using MemOK! button (is this just for the RAM?).

VGA led just stays lit. - cannot even access the bios to change any of those settings. Is this an RMA?
