Cpu usage too low

Hello,
windows xp runs very slow and freezes. I use Microsoft Essentials ans have run Microsoft virus removal program and nothing is found. My memory use is only 71%. What is wrong?

There may be a program(s) that is starting when Windows does that is causing the Memory usage to spike. Download and install THIS and eliminate some of the things starting when Windows does and see if that helps.
