Shuts down

Hello,I was trying to power up my desktop pc but it would immediately shut off. I also noticed that if the PSU green light remained on, it would attempt to boot up, but within seconds shut off. I would try the power up again, but PSU light would shut off as soon as I hit the power button. Could it be a faulty PSU?

+5v & +3.3v shall not exceed 165w
+5 & +12v shall not exceed 218w

Max output power= 250w

The thing about Hipros is that they like to cut corners on capacitor quality.
