Building a new PC mainly i just play WOW

This is my First build. all I really play is World of Warcraft. I Don't want any more Lag or the 1-2 FPS when raiding!
I know i need a good GPU! and this is what i have found so far i would be willing to spend a little more on Gpu if you were to find some where i could save a little.

as is my budget is about $200. Right now i am looking at XFX HD-489X-ZSFC Radeon HD 4890 1GB 256-bit GDDR5 for $210 http://www.newegg.com/Product/Product.aspx?Item=N82E16814150438

one other question some of u may know as far as a OS goes should i get a Reg OEM windows 7 64 bit or should i save my self 35 bucks and get a Dell stamped OEM?

Sorry, we don't get many women around here usually.
For 1680x1050 either will be very good. The HD4890 only really makes sense once you get up to 1920x1080. Even then it's a questionable value compared to the HD5770.
Basically the HD4890 is about 15-18% faster but it is older, hotter, much more power hungry, disproportionately more expensive and lacking in features. The HD5770 is $50 less, DX11 compatible, uses several times less power at idle and around half under load. It also supports 3 monitors like so;

if you are interested in such. Honestly I'd take the HD5770 over the HD4890 even if the price were the same, especially so when we are talking about below 1920x1080.

i also found a 1680 x 1050 i might be able to make fit in my budget.

to be honest i don't need it to look ZOMFG or anything i care about FAST i want a lot of FPS and low latency!

and from what i understand a good GPU and RAM is what is needed for this in WOW.
the other stuff can help but thats where the big difference is.

not saying i cant be wrong.

and not that it matters but im not a him im a her lol
