I5 3570K + Z77 PRO3

Using a Mugen 3 cooler, can I reach 4.5 - 4.6 GHZ stable with decent temps?
This is the motherboard: http://www.asrock.com/mb/Intel/Z77%20Pro3/
and, should I add a second fan on the cooler for Push & Pull?

What cpu if it's Core i5 3570K.You won't overclocking that high with decent temps without a better cooler or at least add a second fan on the cooler i'd also suggest a better motherboard any of these would do MOBO:ASRock Z77 Extreme4 LGA 1155 Intel Z77 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard

    I am not 100 percent sure but you should be able to get a decent overclock 4.4 GHz this guy says he was getting http://www.tomshardware.com/forum/281036-29-3570k-asrock-pro3-voltage-problems#
