FM: "Fletcher's final mistake" - need Garret's key

I have the key to the city watch and checked the building
without finding the key. I read a not of the smith telling both keys
were mixed up and Garret's key should be found with an officer
at the city watch.
Can anybody remember that FM and give me a hint? Thanks.

I searched the hous for at least half an hour.
