Can someone recommend me a video card between $50-$60 dollars (+/- $5)?

Definitely the HD4670. It's the best you are going to do for the money you are talking about. If you can stretch your budget some both of these are really good deals and much, much better cards;

The Biostar card will perform much better as it has DDR3 VRAM and 512vs 1GB RAM doesn't makes a difference with those cards(They are not fast enough to utilize 1Gb Vram)

4670 definitely the best choice and it has good performance in that budget u desire
and also has low power comsumption so u can save energy
4650 is good too but 4670 is much better
