Vcore Drops Under Load on Prime95

Hey guys,
I need some help with my overclock. I am currently trying to overclock my i5 3570k. However I am having some difficulty. I want to overclock my cpu to 4 ghz. I set the vcore to 1.35. I felt that this was a stable vcore. When I look at cpuz it says my vcore is 1.35 under idle. Then I start stress testing it using prime95. For some reason, when under full load on prime95, the vcore drops to about 1.08 - 1.09. I dont understand what I am doing wrong. Can someone please help me. Thank you.

Specs:

Mobo: Gigabyte z77x-ud5h
Cpu Cooler: hyper 212 evo
Cpu: i5 3570k

You shouldn't need your vcore that high for 4 ghz, I haven't overclocked Ivy Bridge but that seems a bit high, I've got my i5 2500K at 4.5 and I only run 1.3, and I believe Ivy Bridge chips run at lower voltages. Anyway, if it's running at those voltages at the desired frequency (ghz) then it's a non issue.

Oh I meant i was running 1.135 volts. Sorry. The overclock keeps crashing. Under load it stays at around 1.135 but under prime95 at full load it drops to 1.08. This low voltage causes my computer to crash. Do I need to turn off some of the power saving features on my mobo? Could this be causing the drop?
