Wrong CPU speeds in Win 8 after GPU change

I have (or had) 3570k clocked to 4,5 GHz. All software showed right speeds.

After switching my GPU from ASUS GTX 560 Ti to ATI 7950 WF3 GB I get this:

CPU-z is showing stock CPU speed (didn't change anything in motherboard bios, all energy saving is off) but windows 8 and bios show right CPU speed.

Now I'm not even sure if this overclock is applied when I can't verify it with CPU-z, occt and any other software.

What can I do to make it work? I used driver sweeper when I switched GPUs but uninstalled only NVIDIA GPU drivers, didn't touch anything else.

Do I need to reinstall OS to make sure my OC works?

One more thing - I have just over 8,2V on +12v line in HW Monitor - seems my PSU can't handle this card? It's a 750 W Corsair TX - ran GTX 560Ti without a problem

Fixed! Had to reinstall Intel chipset drivers.
