18a on the 12v is a rather low for a 450w unit, i would upgrade to a good 500w unit.

are you sure its not 12v1 18a and 12v2 18a ?

unfortunately i know nothing about your marketplace for PC hardware although there are a few poster from your neck of the woods and they could help you on where to buy.

what can i tell you is, the better PSU come from antec, seasonic, corsair, and xfx
BFG and OCZ make solid budget units also.

its also better to purchase the best 400w unit (as an example) you can afford rather then getting the cheapest 500w unit. more often the 400w will actually offer more power then the cheap 500w unit.

the corsair 400w can run the GTS250. its very well made and peaks above the 400 stated watts.

it has 30a on its 12v and a PC with a GTS250 needs only around 24a.

the cooler master is OK, it should be able to handle the GTS250...but the corsair is better

afaik: It is the psu that could be damaged or fail under overload, not the VGA. in some cases vga or system overheat and instability may indicate a faulty PSU as well.

But a PSU could go wrong and that's when they're unpredictable.

@OP
Never get a cheap PSU, the Corsair that was recommended would be a good choice. If you're uncertain about your current PSU, don't risk it.

Those cheap Coolermaster PSUs are garbage; found in competent technical reviews (those with load testing, waveform analysis, etc) to not be capable of outputting what's on their label. ANY of the Corsairs listed will be good. I've never read a bad competent technical review of a Corsair PSU (nor of Seasonic, or Antec).

Wrong. A PSU that burns sometimes does so in a manner that destroys attached components. Even professional reviewers occasionally lose test equipment that way.
