they're both important cas latency is as far as I understand how long it takes for the memory to send information to the pc. So the lower the latencies the better. And dependent on wether you are willing to customize your pc cl or frequency is better.

I think it's the length of time it takes teh memory to communicate with the cpu. I could be totally wrong since I'm just going on old facts (from over 10 years ago) without googling.

Either way you want faster the better. Cas9...ok
Cas7...much better..
