HP DV 6000 Motherboard replaced and problem

Hi,
I have HP DV 6000 laptop that had a bad video chip. So, I got a brand new mother board and replaced it. I can't get it to boot up. I double checked everything twice and when I turn on the power I see the lights come on; the fan starts up for about 2 seconds and then stops. I do here 2 very low short beeps. Can someone help me out here

The motherboard is a HP 447805-001

I would reseat the ram; are you sure the power supply is good?

Already checked out the ram by testing it in my brothers laptop and yes the power supply is good. I am thinking I got a defective board. Is that a common problem?
