Monitor blinks on startup

Hello, i have windows 7 ultimate on my computer and
after turning off my computer for a while and then restarting, i get a black screen after windows loads, all i can see is the cursor, it does the same thing when i try to boot into safe mode, i've tried doing a windows repair but no luck. what could be the problem ?
