my dell dimension beeps and doesnt boot when I switch it on

every other time I switch it on the fan runs at high speeds and stays that way, still it beeps and doesnt boot.

the a sn b lights are yellow and the c and d lights are green.

Could be ram could be GPU, try reseating those items.
