How long should I wait before I turn on the system after I have applied the thermal compound and installed cpu cooler?

It's not necessary to wait. You can use the system at full load immediately.
During the curing period there will be a gradual (and slight) improvement in cooling performance.

Plus, not all thermal compounds have a curing time. For example, my TX-2 doesn't have one. WR2 is right though.

It does have a curing time. But it's also very good immediately after application. It will just get a bit better over time.
You can find some information about curing times in this article: Thermal Interface Material Performance Test

It does but I think you have to use it as it heating and cooling that cures it.
