Windows not utilizing memory?

I just did a fresh build:
OCZ V2 SSD 120gb
Samsung F3 1tb HDD
ASUS P7P55D-E Pro LGA 1156 Intel P55 SATA 6Gb/s USB 3.0 ATX Intel Motherboard
Intel Core i5-750 Lynnfield 2.66GHz LGA 1156 95W Quad-Core Processor BX80605I5750
G.SKILL Ripjaws Series 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600
BFG GTX 285

W7 64 bit OS


Under Computer>Properties it shows 4gb installed (2gb usuable)????

What's with this? I read and found a way to use max memory through some setting in windows but it still shows the same thing.

Am I only getting 2gb of memory out of this?

I tried to find it in BIOS but I don't see anything about it in there.

I've read article after article on this and still can't find a true answer.
Perhaps the board is defective?
