Replacment fan for chipset.

I was asked to fix a computer with a fan that has a bad bearing and is making noise. I'm not sure where to obtain this replacement part.
The board is a Abit IS7 and the fan is OEM.
I'm lost and maybe someone could help. Here is a picture -
Notice the hook clips that latch to the board? I'm not sure how to replace that. Contacted abit and got no reply.

That's an ancient board. I presume that's the NB it's cooling....
Perhaps a light copper job and some thermal adhesive:
