Motherboard Voltage vs. RAM Voltage

I have been doing some research on the net for several hours and am finding different answers to the same issue.

Let’s say a Motherboard, GA-X58-USB3 I am thinking of getting in this case, is rated for 1.5V Memory. Does this mean it support memory up to 1.5V, from 1.5V or just at 1.5V?

The memory I want to get is rated at 1.65V. Is all one has to do is just edit the bios vault settings and change it from 1.5V to 1.65V (assuming it will allow me to do it) ?

It is the default setting for the board. You should be able to increase ram voltages in BIOS.
