Discs won't format

Hello,
My DVDs won't format I use format disk and then it says it has done it but it hasn't changed a thing has anyone got an explanation for this?

dvd are not hard drives..they use a laser to write zero and ones to dvd disks. to erase a dvd disk it has to say on it read writable on it or it a write once disk and you cant remove the data on the disk unless you destroy the dvd disk. if it stamp rewriteable then you have to use a cd-rom/dvd burner software under that software it have an erase feature for rewritables.
