Problem turning on a service in windows

Hello,i have a toshiba A205-S5000 laptop and recently had a problem connecting wirelessly. the computer says diagnostics policy service is disabled. i try to turn it on and it starts but stops and says access denied i am the administrator and cant figure it out. please help thank you

I hate to make you feel demoted but you're an administrator and not the Administator - the big fellow who lives in the background.

Instead of the normal way of opening services.msc or by going through Control panel, go from the Start orb (assuming Vista or W7) and type services.msc into the Search box. When it's found, right click it and then select Run as Administrator. That's the aforementioned big fellow and it should allow you to statr that Service and to change it to Automatic on startup.
