Transfer rate 8x and Max. Supported 8x

What does this mean?
How do I figure out whether it worth trying to find a new video card?
How do I find a new video card that supports DivX 9.0?

There are some AGPx8 graphic cards that supports Dx10.1. In my opinion, the best option is the HD4650:
