The black ripjaws ones run at 7-7-7-24 at 1.6V

The Eco runs runs at 7-8-7-24 (like the ones in the OP) at 1.35V

I would get the Eco ones simply because of the less voltage.

Get ECO. There would be another recommendation.... I am using Patriot Viper II Sector 5 that run at 1333mhz. The cooling solution is pretty good, meaning I was able to overclock to 1600mhz using 77721 timings, and OC to 1900 at 88824. All at 1.62Volts.

What I'm looking for is good stock speeds with good OC ability for under ~$140

I'd go with the G. Skill ECO or the Mushkin in my earlier post. Most of the 1600MHz RAM is OCed 1333MHz, so go with the lowest latencies and 1.35 - 1.65V. Use your BIOS RAM divider to keep the RAM within its specs when you OC the CPU.
