Sticky keys

Hello,
Sticky keys works OK on my PC but not on my wife's who just broke her arm and needs this feature. Help!

Go HERE . What exactly doesn't work about it?

On my PC I can set sticky keys via ctl panel/Accessibility. Then, when I press the shift key 5 times and then, for example, the 2/@ key the @ will be entered. On my wife's PC (which is different hardware but the same XP SP3 system software) the ctl panel/accesibility menus are exactly the same but after setting the sticky option (with no apparent error indications) there is absolutely no sticky effect. I have tried pressing the shift key 5 times both faster and slower but it still has no effect. ???
