Win XP Reinstall Nightmare

Re installed XP on Dell Dimension 4550, with recovery disc. Can't update. Disc has only IE6 and SP1. Have tried to download IE7-8. Error message says I need SP2-3 to install. Tried to download SP2-3. Error message says I need IE7-8.
I feel like a dog chasing its tail. Is it possible to download SP2-3 on my Samsung Aviator(android), and upload it thru the USB?
HELP!!! Don't have mush hair left to pull out. Thank you.

You can download SP3 to a CD and directly install it. It saves a LOT of time and many reboots
