If his monitor's resolution is 1680x1050 or 1440x900(these are the common resolutions for a 19"), then the above setup will easily play the latest games including FPS @ High-Very High settings...

^ Well I wouldn't say it is very bad compared to other PSUs, but again it might not be as good as the Antec EA or the TP...but for a regular usage, I feel it should hold up though...I have seen people using the not so good CM ExtremePower for about 2+ years powering mid range graphics cards like the HD 4850...So this unit should do better for its 80+ Certification...
But as anyways that combo deal is not available, I would suggest this PSU -
SeaSonic S12II 520 Bronze 520W

This should be better than the OCZ and as good or better than the Antec...

Just any DVD writer thats around 25 bucks will do usually. Sony, LiteOn, Plextor, Samsung, ect are good brands.

Here is a good DVD burner at a very good price...
Sony Optiarc Black

And I would suggest you to spend a little more and get a different brand graphics card...though I had initially suggested that, but been hearing from many people that the PowerColor cards are more prone to dying...So why to take risk...

Good to go...
And just found this case + PSU combo and a promo code which shaves off $15 off the case too...though you wont need this much power, but with the combo deal, it comes at a very good price...
And one of the main reason to change to this case is the additional fans that come with the case...A total of 4 fans come with the case compared to the NZXT - 1...
And if he likes LEDs, then he will surely like those fans...
Antec 300 Illusion + Antec EA 650
http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.387141$15 off w/ promo code EMCYSYR33, ends 5/10

and you actually save some money going with this case and PSU...
