Cannot get new external HDD to be recognised

I recently bought a new 3tb seagate goflex drive and im having no luck.

I plugged it into a usb 3.0 port on my computer, it spun up and the light turned on and i even got the windows "new drivers downloaded successfully" window.

Yet it's nowhere to be found in both my computer and disk manager

the weird thing is its obviously on because of the light and was recognized at least once because the drivers were installed however it will not show up anywhere, and whenever I google search it I can only find solutions involving formatting it with disk manager

curious question: Will it work with a USB 2.0 cable on a USB 2.0 port? I doubt that that is the issue, because it recognized a new device, but it's worth a shot.

Do you have any other USB 3.0 devices, and do they work on that port?
