i cannot reboot my pc after accidentally delete the monitor system file

What is a monitor system file? If you mean the drivers for the monitor, try this: Reboot the system. Press F8 when the Windows boot process starts, then select Safe Mode or Safe Mode with Networking.

This will bring you into a mode that used the basic low-res driver for your monitor. You could then visit the site of the maker of your video card and download the driver.
