You're not getting an i5 on a $700 budget. The i5 alone is $200 and good LGA1156 boards are at least $125. Counting the OS, everything else excluding the GPU will cost $400. That's already out of your budget.

Here's what I'd build:

CPU: X4 635 $106
Mobo/GPU: Gigabyte GA-770TA-UD3 and HD 5770 $225 after rebate
RAM: G.Skill Ripjaws 2x2 GB 1600 mhz CAS Latency 7 $120
HDD: Seagate 7200.12 500 GB $55
Case: Coolermaster Centurion 5 $40 after rebate
PSU/Optical: OCZ ModXStream Pro 600W and cheap SATA DVD burner $44 after rebate
OS: Windows 7 Home 64-bit OEM $100

Total: $690
