Catalyst Control Wont Open

Ive just installed the 10.3 drivers for wondows 7 32 bit. Now I cant open the CCC. I've tried reinstaling the driver. How can I get it to work? Or how can i roll back my driver?

I have had this issue in the past. First time I just used my backup image from a fresh windows install, but the second time it happened I was able to use driver sweeper (in safe mode) along with a reinstall to get CCC back.
