can I find one for $400

Most shops would probably sell you one for that, come round and fit it and sleep with you for the change. Why would you wish to pay that much for only the Central Processing Unit or Chip? I'm sure there must be some for that price but you'd need pretty high-end requirements to need one. Do you mean the entire tower case with all the necessary bits inside?
