Windows xp safe mode not working

Hello,
I press F8 and the screen goes into a black and white frenzy..If I then press enter the computer does a normal start-up which shortly ends in a white screen with a small box underwhich is a submit button..Press the submit button a our frend ‘You have 72 hours to pay the fine’ pops up.

Any suggestions???

Your computer has been infected with a virus - the "You have 72 hours to pay the fine" virus a.ka. "ransomware" or some other variant of ransomware..
