Unable to rename a administrator account

in windows xp the administrator account was inadvertently deleted and the current user account has no authority to change any settings. what do i do?

Unhide then log in to the built-in and defaut administrator user account named "Administrator" and create a new user account which has administrator privileges: http://www.mydigitallife.info/unhide-the-administrator-account-in-windows-xp/
